HPP Process
Here is what to expect when you enroll as a program participant:
- QuEST staff will meet with your building staff to present the program, and potential benefits to building owners.
- QuEST staff will take a short tour of the building, collecting information and talking to operators.
- QuEST will assess the building for program participation and savings potential.
- If the building is eligible, the building owners will sign an access agreement to participate. The agreement does not commit the owners to any capital
expenditures, but does require owners to provide staff time, access to the building during the project, and requires a good faith effort to install
measures identified through the r-Cx process. A blank copy of the agreement can be found on the Resources page.
- If the building is admitted to the program, QuEST will assign a team of retro-commissioning (r-Cx) service professionals. This investigative audit
is provided free to the participant.
- The r-Cx team will investigate the building and develop a list of measures that would benefit building
operation and reduce energy costs (the program targets 5 to 15% annual energy savings for both gas and electric).
- QuEST will review the r-Cx measures, and assemble a package of measures for discussions with the building owner. QuEST will identify which measures it will completely fund and which measures it will co-fund. Building owners pay for all measures and QuEST provides rebates once measures are installed.
- If necessary, QuEST will assist the building staff in the implementation of the measures by providing design specifications, bid reviews, and installation inspections.
